Contractor has a 4 inch rigid 90 coming out of the top a pecker head than changing over to a 4 foot piece of sealtight than back to rigid conduit again. It's weird but if you see it you'll see why they did it. Can you do this?

If the change over is done by using a conduit coupling a zealous inspector could shoot it down based on the listing of the coupling.

That said I use conduit couplings to make change overs often and never been questioned on it.

By Sealtight, do you mean nonmetallic flex, formally known as LFNC? The problem I see, is the obvious, that you loose your ground continuity.

LFMC by contrast can be used between two runs of RMC.

I would be surprised if this run does not contain a wire EGC.

If you have concerns over bonding between the two sections of RMC you can install a bonding jumper between them.

If an EGC is pulled in the raceway - it should be bonded on each end anyway though continuity could need supplemented at the ends in some cases by bonding bushings or other similar purpose fittings.

They don't make LFNC larger than 2".

Sorry, to clarify it's liquid flexble metal conduit and it does have a EGC installed. One of the other issues is that it doesn't specify in the code that the flexible connection has to be made directly to the unit.

It also does not say you cannot use flexible methods.
