Seasonal Tent Structure

I have an unusual project involving seasonal tents. The structures sit on a concrete pad and are covered and weather tight in the summer, but they remove the canvas tops in the winter while the units are unoccupied. This leaves all of the devices exposed to the elements, this is located in an area that receives quite a bit of snow. Any recommendation on where to start? I couldn't anything addressing this scenario in the NFPA 70. I would assume I would treat this as a wet location

In use or not, it seems to me that it should be weather-tight.

Treat it as if the tent roofs are never installed.
