Seattle questions - union -

I don't know if this is the right place to post this at.

These questions are for union workers or folks in Seattle area. I relocated from Colorado about 3 weeks ago, my wife is going to UWLaw. I passed my journeymans 01 exam in WA. I have a couple of questions...

What does it take to get in the union local 46. I am a non-union electrician with tons of experience. I went down to the union to sign-up, the person who could help is out of the office a lot. It seems it's harder to get a job in Seattle area if you're not in the union.
I did some research and if I do get in the union, It looks like they are only hiring in book-1. I would probably fall into the book-2 category. With that would I have to pay union dues if I have no job?

What does it take to get to get an admin license here? In Colorado I am qualified to take the masters exam. How far does my journeymans card go, could I do small small small projects without an contracting licenses? I am trying to make-it out here for the time being and keep my head up.
If I do go that route, should I see if I can get a small loan from the SBA?

A quick work of caution: we do not allow any discussions of union versus non-union on this forum. If this thread starts moving along that path, it will be deleted. Let?s keep to factual information that is directly related to the question.

I will address the only part of this question for which I know the answer. To get an administrator?s license, the only thing you have to do is to pass the test. I am a licensed 01 Electrical Administrator in Washington State, and I have never worked as an electrician. Perhaps the fact that I am an engineer made the calculation portion of the test easier for me, but I still had to pass the code and administrative sections as well. If you have been given a Washington journeyman license, that is all you need to work as an electrician here. If you want to run your own company, you will also need the Administrator license. Once you have both, you can convert them into a single combined ?Master? license.
 
you would be on book 2 IF you became a member. Usually and in my home local, you would need to be a member for a certain period of time or have worked in the jurisdiction for a certain period. This is a very rough explanation, but if you are asking about dues--Yes you will pay quarterly dues even if you are not working.

Went down to the union, nice people. I have to take test there to get on book 2... No, jobs for book 2. I have to get on book 1 to get anything lined up. The hall told me they are operating at 25% so 75% are not working or don't have jobs. To get on book 2 I would still have to get another job non-union and they told me that would be fine. I have to let them know where I am working to get my hours to get on book 2.

Thanks for the input. I hope this helps someone in the future.
