sec cable in pvc

I talked to a contractor doing a single family service. I noticed he put 2 in. pvc from the meter pan to the service head. Then he slid the sec cable through the pvc. I know you cant sleeve nm cable, but is sec allowed. I looked under sec cable and services in the code book, and even though the word protected comes up, I did not see anything wrong with this. I would just put the sec cable on the house or sleeve the thhn. Did I miss something or is this ok.Thanks

Section 230.50(A) permits SE cable installed within a raceway for protection. This tells me that even if there isn't any exposure to damage, it would still be permitted.

You state NM cable can't be sleeved in a raceway? NM is not permitted as service entrance cable, but is certainly permitted to be sleeved in conduit for protection per section 334.15(B).
