Second meter for EV charger

Hello all,
I've done plenty of circuit installations for EV chargers but have yet to do a 2 meter install. The city for the work to be performed is San Jose and the poco is PGE. My question is:

Am I allowed to leave existing old 100 amp panel and just install a separate riser and meter socket with 40 amp disconnect for that one circuit? Are there any electricians here who work in Bay Area that have done these installs. Recommendations or thoughts?

Thanks for the pics. I thought the second panel was only allowed space for single circuit to prevent you from adding other loads that weren't the EV charger? Is that what the stickers are for? Thanks
