Secondary Conductors Through Switchgear

Background information: Primary metered site with Primary switch a head of Primary to 480V transformer. 480V feeders underground into 600A switchgear. Existing spare conduits from the transformer go into the switch gear and out to a manhole.

Question: Can tap conductors come from the 480V secondary side in the spare conduits without overcurrent protection? This would mean going in and out of the switch gear enclosure without any splices or breakers.
