Secondary overcurrent above 600 volts

We have a 3,750 KVA transformer, 12.4 KV to 2.4 KV.
The primary is protected with an RBA style fuse 200E. I believe this will operate at 400 amperes, for some time, probably longer, before melting.
The secondary, 2.4 KV does not have a main disconnect or other protection device.
The secondary now is taped up with 4 feeders, each about 30 feet long. These feeders supply power to metal clad motor starters. The largest motor/starter is 1,000 hp

We would like to add two more motors to this supply. Both are 350 hp. One will run continuously, two will only be run/started, short term, until the other can be shut down. (No interruption in flow to a heater)

Is 240.100 and 240.101 the correct articles applicable here?
Is there a tap rule for over 600 volts?

Is there a maximum distance the protection device has to be from the transformer?
If we are required to add this protection for the new feeder, will we be required to upgrade the 4 existing feeders.
