Section 300.5 (C) Underground Cables and Conductors Under Buildings

Hello everyone.

I have a question regarding the Minimum Cover Requirements for underground installations, section 300.5 (C), which states that "Underground cable and conductors installed under a building shall be in a raceway." What exactly does the NEC mean by "under a building"?

Does it mean the raceway must be installed underneath the basement foundation concrete slab? Or can the raceway be installed under a subfloor of the building?

If it's under the on grade slab then it's outside of the building. If it's in the slab then it's within the building.
