Do attic junction boxes (they are accessible) need to be mounted to the structure or can they be set above the Sheetrock? Also, does code require they be placed above any blown in insulation?

Installing rework style recessed can lights and utilizing existing NM cable feeding surface mount fluorescents.

Would like to junction NM in an approved box and then tail off to can lights.

The attic is accessible, but not someplace I care to work in this week at 100+ degrees.

I could not find where the code requires fastening for this application.

Junction boxes should be made readily visible in the attic. That is, easily spotted without digging through insulation. If a junction box is not possible to be located as such, then I would find another way to power the lights. Why not run the cable down the wall and increase the switch box size to accommodate an additional switch for them? I wouldn't want the can lights to be on the same switch as the fluorescent lights in the first place.
