Securing Exterior Stand-Alone Service Panel

I have never seen an exterior distribution panel (a panels that feeds 3 or 4 services to different building) mounted on wood. Always on steel.

This makes the most sense, but does NEC 2017 require steel?

I looked in section 408 and did not see where wood was excluded from use.

Any thoughts? Thanks.

No code requirement that I know of, but poco may have rules. My poco, puget sound energy, requires unistrut with a concrete pad. I would use back to back HDG unistrut set in concrete with 4" pad.
