I need to attach an eye bolt to a house with a brick façade. Can I use a lead anchor to secure the eye bolt? What is best practice?

Generally, no, because of pull-out. They want the eye-bolt to go through a structural wall or framing.

That'll do it. Unless you want to raise it to the framing above the soffit.

you may be able to recess the washer and nut at the internal wall so it don't look so tacky or become loosened.

An attachments holding strength should be determined by varying factors such as wire size, span length, etc..
