Securing Romex

I just got written up for using a plastic bushing in the top of a flush mounted residential meter/main with distribution. I am suppose to use each individual KO in the top of the panel with a romex connector. Then Staple each wire within 12" of the top of the panel. They site the article 312-5-(B)
Is the inspector correct?

that statement borders on blaspheme :D

can you give a lil more detail? what type cable, etc.

I'd like to know where you found type NMC,,,

but as far as NM goes:
334.30 Securing and Supporting
Nonmetallic-sheathed cable shall be supported and secured by staples, cable ties, straps, hangers, or similar fittings designed and installed so as not to damage the cable, at intervals not exceeding 1.4 m (4 1/ 2 ft) and within 300 mm (12 in.) of every outlet box, junction box, cabinet, or fitting.
312.5 Cabinets, Cutout Boxes, and Meter Socket Enclosures.............

C) Cables Where cable is used, each cable shall be secured to the cabinet, cutout box, or meter socket enclosure. BUT SEE EXCEPTIONS FOR NM
