Securing Service Entry Cable

I am installing a new subpanel and have to run SER into the top of the main panel. The main panel has a meter at the top with a door panel I cannot remove w/out electric company unlocking it, and then the breakers sit below that with a door panel I can open. So in trying to secure the SER to the knockout with a clamp connector on top of the panel, I am unable to install the locknut inside the panel for this connector because the meter door panel limits access to the area.

My question is, can I just install a snap-in bushing in the knockout, and then secure the SER within 12" from the panel box, or does the cable HAVE TO be secured at the knockout?
 
Jurisdictions is the Los Angeles basin require an electrical permit for what you are attempting.

The AHJ's wont issue electrical permits to a non-electrical General Contractor.
