Securing wire above a panel

I took this pic yesterday of 2 panels on a rough-in that I recently acquired. The original electrician was not able to complete the job. For the most part everything is ok, haven’t had to correct much, but these panels need to have the wire secured. The panel on the left is a 54 space SQD-QO and has everything in it that the home owner wants on a generator (will be fed by ATS). I have never had this many wires come into a single panel. There a way too many wires to staple 2 at a time. There are 14 HR’s of 12/2 on each side, (6) 6/2, (2) 6/3, (2) 10/3, (1) 10/2 and a 4/3
 
A post some time ago mentioned staples that were listed for 2 cables, but they are not readily available in my area. Would stackers work?

Sturgeon bay makes staples that can staple 3 or 4 12/2 nm wires at a time. I use them all the time to switch box locations for a clean look. Part numbers RA-1588/3 and RA-1588/4
