securing wire assembles to conduit

I see this all the time and do it on occasion my self even tho im preety shure its agaisnt code witch I remember my instructor in school telling me but cant find tyhe article. is it legal to secure wire assembles to conduit using tiewraps. I saw a bunch of feeders being secured to pvc conduit for a long distance in a basement.ive only done this when dealing with bcs.i coudnt see an inspector liking this method.

I have never been red tagged for doing it( I mean I did not do the install), but I have fixed plenty of Fire Marshall violations to fix such.

Even worse if they ever find a cable strapped to a sprinkler pipe, they flip on that.
