Security Wiring Installed Underground

I have an installation where the security sub-contractor installed a cable that was not listed for a wet location in PVC conduit underground.
In your opinion would these cables need to meet the requirements of 300.5(D)(5) and be listed for a wet location?
I looked through Chapter 8 and did not see a reference to 300.5 in the chapter anywhere.

I have been tracing in Article 800,which would apply to this installation.

I can't find it, applying to this situation either..

Thanks Dillon,

I know that BICSI requires a wet location cable for communications wiring installed underground but I am not really sure what the security wiring would fall under since I cannot find anything in Article 800 either.
