seismic wires on recessed lights

I think this a building code, not electrical. I failed an inspection, due to lack of seismic wires on my recessed can lights in a steel framed ceiling. The inspector stated that the ceiling was suspended lower than 5' from the true ceiling therefore required seismic wiring. Keep in mind, these can light have 4 self tapping screws holding them in place and will be covered by drywall. (this is not a T-bar dropped ceiling)
Can anyone help me with this code # I can refer to? Or has anyone come across this before?
 
In Austin we worked on a 19 floor hotel and failed for not having ceiling wires at opposite corners of every can light . The concrete from the floor above was about 5ft or less. Pus 4 screws and all wiring had to be ran with the lines of the bldg..
