Hi,
Is there a free program somewhere on the internet where you can plot the TCC curves for 2 fuses (or any OCPD), and it plots their curves for you on one graph? I cannot find anything. I know SKM can handle this, but it costs plenty of shiny pennies.

You can get a free copy of "Easy TCC" from your Siemens (ITE) rep. I believe it is cloud based now rather than sending you the software.
This will allow you to overlay ALL the CBer TCC's for a particular job you might want to see how they coordinate....just a starting point.
I do not know if you can IMPORT fuse manufacturer TCC's, but it is worth asking.

If you tinker with Excel you can convert TCC's into a plot sequence using a $50 software called GetDataGraph.
This package allows you to convert a TCC into a series of points and exports it to an excel table...then import into excel and you can plot the TCC, along with others for checking coordination. Yes a learning curve is required, but in the end you can overlay all the curves you want.
Like you said....SKM costs....
