Self-grounding MV electrical vaults: is supplemental ground required?

We have installed "self-grounding" MV switch gear vaults for underground distribution with pad-mounted switch gear. In 250.52 A(3) I think the "self grounding" vault meets the requirement for a concrete encased electrode as it was built with over 20 feet of horizontal grounding electrode as part of the design... since this is not a single rod, pipe or plate does it still require a supplemental grounding electrode as in 250.53 A(2)? Thanks for the help!
