I have an existing 4160v transformer. The feed for this transformer is via an underground pull section. Within this same section there were two spare conduits stubbed up into. My question is, can I use these two spare conduits and run a different 4160v circuit through them and proceed to nipple out of this underground pull section into a new j-box which will in turn feed a new 4160v transformer at a diffrent location? I believe i can attach a coupling and a full elbow to get me out of this section very cleanly.

I don't see why not. I know of no rule that would prevent 4160V conductors of different circuits from sharing an enclosure.
