So let's say you are feeding a separate building with 480v 4w 200 amps. You would need a new grounding system at building B. Ok, the feed coming from building A to building B (underground with no metal parts) would it require a equipment ground??? and/or would it be considered a EGC??
 
So, you are required to have a EGC and it is required to be bonded with the new established grounding system but the neutral and new grounding system is not bonded. correct?

Correct, the EGC run with the feeder will be connected to the grounding electrode system of the separate structure at the structures disconnecting means and the neutral will not be re-grounded.
