Separate neutral conductor

In looking at a sub panel that a customer had wired I observed the following. A length of romex was used to feed a sub panel. The romex was routed through nonmetallic conduit. The romex contained 2 copper conductors, #6AWG and a #10AWG ground. In the sub panel, each conductor was connected to opposite phases through a two pole circuit breaker. The neutral wire, #6AWG, was also in the same conduit, but was a separate (not part of the romex) conductor.

Here are my two questions.

Is that configuration permitted by code?

I believe that 300.20 would have been violated if this had been in a metal conduit, right?

IMO, if the raceway never enters underground or a damp location, the installation sounds compliant. But this has been debated before and it can swing eithr way. The grounded conductor is in the same raceway.
