Request information on where/what codes pertain to a requirement for a separate electric service to feed a fire system control panel in a commercial (non-public)building.
NFPA 72. the nec only applies to the installation of said circuit. Typically its a dedicated circuit, with distinctive marking on the CB. Ask your fire dept AHJ.

Look at NEC 230.82. This type of setup is permissable for special equipment such as fire alarm systems. If the AHJ wants it, you probably have to provide it. Have you asked the AHJ if he has a problem with providing battery backup for the fire alarm panel that allows it to operate when power fails and according to NFPA requirements?
