I have strip mall with four tenants. Each tenant space is separated by firewall. Each tenant requires about 400A to 200A 208/120V three phase service

By NEC 2014 section 100 of building each tenant space is considered building. So am I correct on assuming that each space is allowed to have its own utility service? So 4 separate utility services feeding each space.
 
Better check your "fire wall" rating. Locally for it to be considered a separate building it must be a 4 hr wall.

The NEC doesn't make the call, it will be local building codes.

Problem is I don’t enforce IBC only NEC. INC is enforced by separate department and so is NEC. So if it’s in IBC I cannot do anything about it. From NEC perspective any firewalls any rating would be separating building.
 
Thern it's time for your two departments to talk to each other ! Ask your IBC Department if they classify as multiple buildings or if those are simply tenant separating fire walls.
95% of the strip malls here are served by one service drop lateral to 4 service runs or 4 feeders to the individual units.

True tried it one department not willing to help other department here. It’s brutal here
 
I think you have to make a decision on what the definition of building means. I says "fire wall" so does that mean just any firewall? Or does it mean a fire wall of construction that it meets the building departments requirements to be a separate building? I would say the latter. I would want to see that the building department considers it two buildings.
 
Does each tenant space have their own water, sewage, and fire protection system like a standalone building does?

IMO the building department defines what is a habitable building and what isn't. After they tell me what it is, then I can apply the correct NEC sections.
