Not necessarily. It depends on how they connect that building, and how the connect any others that come from the same transformer. An SDS is created by a transformer or a generator (or other source), when the way that it is connected meets the definition of an SDS.

Or is the right answer, ?No, never?? If the utility is not constrained to follow the NEC, does that mean that the utility?s equipment cannot be classified by the use of NEC terms?

I don't think that a utility service can ever be an SDS based on the Article 100 definition. I say this because an SDS must be a premises wiring system. By definition the premises wiring system starts at the service point. The service is a service, not an SDS.
