Per the attached sketch am I required to provide neutral to ground connections at each service feed from the utility transformer as shown. Also I am limited to the six switch rule for both services. In essence can I use the six switch rule for both services or is it a combination of both.

The 6 switch rule applies to each service. See 230.71(A).

Are you asking about the two feeders emerging from the utility transformer or the feeders going to the UPSs?

The 2500 DP has separate metering.
