Is this setup Truly a separately derived system since the primary grounded phase and the secondary center tap is bonded through the grounding electrode? This wouldn't become an autotransformer would it? Thoughts?

Yes SDS.

All grounded SDS are linked to all other systems via the EGC.

That grounded phase, lack of EGC with incoming power, and the separate structure confused me a bit
