Separating Normal & EM & SB

I've recently relocated from NYC to Boston, so I'm just getting to know all of the intricacies of MA code requirements. One thing that an engineer at my firm said recently surprised me:

Typically, in NYC, we have a normal power electrical room, and a separate "ATS Room" that housed all of the emergency and standby ATSs + all of the distribution panels or switchboards on the load side of the ATSs. This gentleman in Boston is saying that there now need to be three (!) rooms -- one for normal power, one for emergency power, and one for standby power. The rationale being that he says the emergency branch system equipment needs to be completely separated from any other equipment.

Is this typical for MA? Has anyone seen or heard of such a thing?
