Separation of Services conductors

I have a project that has an existing 4160 volt switchboard in an electric room. We are adding an additional switchboard that will have a separte incoming service and will be installed in a line with the existing board. The existing installation uses a common concrete raceway underneath the switchboard and this raceway will extend under the new board as well. The load conductors are leaving both boards in aluminum rigid conduit. All load conductors leave the building at one end of the concrete raceway. (24" x 24" x 30' raceway dimensions).
The incoming services enter the exisiting concrete raceway is in the middle of the concrete gutter to form a "T". The incoming conductors on the existing board are run "open" in the concrete gutter (raceway). They are not fire taped or protected by anything. When I install the "new" service conductors... am I required to provide some sort of separation between the two services? Would fire tapping be a solution?
