Separation requirements between fiber cable and 35.4kv direct buried cable

Does anyone know of a code or standard that addresses the separation requirements between a fiber optic cable pulled through innerduct and a 3 bundled 1000 kcmil 35.4kv cable? Our installation is an 18" trench we push the bundled cables on one side of the trench and the inner duct on the other side. The drawings call for 12" of separation between the two, but when pressed the engineer stated that he cannot find a standard or code that identifies the proper separation. He stated electrically that there is no reason for 12" of separation, but it is common practice.
