seperate heater on jacuzzi tub?

If a 120V jacuzzi tub has a seperate 120 V "In line" heater (11 Amps) does it (The heater) also need to be GFCI protected?

I've been told it does but I can't find it in the book. Also if it does, I'm wondering why a whole house water heater doesn't need to be GFCI protected!?!

680.71 Requires hydromassage bathtubs and all associated electrical components to be GFCI protected.

In my opinion, individual and specific equipment and appliances that are in intimate contact or have parts that are in initmate contact with the user of the appliance or equipment is going to require GFCI protection. A whole house water heater is fairly isolated from personal contact and does not have any external parts that require adjusting like a hydromassage tub does.
