250.142 does not allow the grounded conductor to be used to ground equipment on the load side of the service equipment except for specific circumstances such as separately derived systems, meter sockets, existing separate buildings or frames of existing ranges and dryers. Since the grounded conductor cannot be used to ground other equipment, you must use an equipment grounding conductor in accordance with part VI or article 250.
