Seperatetly metered water heater

I ran across a job where the hot water tank is metered seperatetly( 2nd meter is tapped off the line side of the main meter).Is a disconnecting means required after the meter and before it enters the house? Never dealt with this before. Seems as though there would have to be some type of short circuit/ovecurrent protection protecting the conductors that are traveling through the basement 40' before they reach the disco at the appliance. Could someone please list the article that this would be covered under. Thanks much.

Yes, a disconnecting means is required for the conductors in accordance with 230.71 and 230.72.
