Is there a spacing requirement between tele. and elec. conduits install in same duct bank?
Is it up to the AHJ?

If your under the NESC I believe its 320B, 3 IN of concrete.
You have it memorized?
From my 2002 version....
Section 32
320.B.2 separation between supply and communication conduit systems
a. 75mm (3in) of concrete
b. 100mm (4in) of masonry
c. 300mm (12in) of well-tamped earth
Exception: lesser separations may be used where the parties concur.

353 covers direct buried separation...12in or greater.
"Radial separation shall be adequate to permit access to and maintenance of either facility to limit damage to the other."
