Septic Disconnect, no dead front

We do a lot of septic tank controls(rural area). Each tank typically has a small control panel with a factory installed breaker for the pump and one for the controls.

Inspector cited 430.102.(B)(1) as a correction. I told him there is a disconnect inside the control panel for the pump motor. He responded by saying the control panel has no dead front, so it needs an additional disco. Same guy has passed many others without the additional disconnect but that is besides the point.

This understandable but so overly redundant. Where in the code would it make clear a dead front is necessary in this case? The control panel is a rain tight enclosure, so the breakers are inside a hinged door.
