You can run any cable in conduit, with exceptions. SER can't be ran underground, in, or out, of conduit.
NM cable can't be outside, in or out of conduit

That last part is state specific for short sections but NEC yes you're correct.

In my area the inspectors wanted SER coming out of outdoor service circuit breaker to be in conduit from the top of the panel to at least 8' above the ground to protect the cable. Same with SER cable leaving the bottom of a panel.

Yes, but there are lots of things allowed in temp installations that aren't allowed in general wiring. I was speaking of general wiring as I supposed the OP was asking about.
