I have a contractor that installed SE cable, exposed, in the ceiling of a garage. Oops! That isn't what was shown on the plans. Double Oops! The cable is not supported correctly either and has been cited for that too (Article 338). He is proposing to cover the supported cable with a sheet metal enclosure. The "shots" and/ or threaded rod is not embedded enough or properly. I believe the enclose constitutes a raceway and should be bonded. Any other observations? Comments? Thanks.

I would not consider it a raceway.
The only problem I can see concerns your question on structural integrity.
 
It is not a raceway and the cable needs to be fastened correctly. You cannot run the cable unstapled and then hang sheetrock----same idea. Even if it were a raceway it would have to be installed first then the wire fished thru it. Run some lumber to attach it properly
