SER Cable thru Brick wall

We have a 10 building apartment complex where there are two service entries on each building consisting of a 1000A main with Eaton meter packs that connect together. Three pack on the left side of MSB and two 3,4, or 5 packs on the right side of the MSB. The cans all have concentric knockouts. The local GC is wanting to "Sleeve" the SER cable that is running thru "to protect the SER cable" inside the brick and make it waterproof. Attempts to clarify with engineer were not successful. The SER cable has to be connected to the meter bank via listed connection obviously. I have never run into this sort of issue with SER cable. The answer I was given was that they are used to seeing the meter connected via a conduit to the load-center on the other side. Obviously on a 3-story building that has individual dwellings on each floor, along with their requisite 125a subpanel, this would not be the case. I have researched and tried to come up with a rhyme or reason but have not been successful. Any ideas or help would be appreciated.

Are you saying that their entire issue is because the ser extends thru the brick without a raceway to protect it? Is it that hard to just sleeve the ser in a short piece of PVC?

Ser is allowed outdoors so I am not sure what the issue is. It also sounds like each meter pack does not come with a main breaker for each meter.

Each meter pack has its own breaker. The size of the SER diameter and the size of the brick makes "sleeving" destroy the brick.
An update-After submitting cut sheets etc. the GC finally decided that sealing with NP1 was ok without a sleeve.
