Hi, my new inspector failed me because i stripped back an ser cable in an lb on its way to a 200a main disconnect 18" away. He said he wants to see a 1/4"of sheathing showing inside disconnect!!! First time in 35years.:unsure: can someone tell me why???
 
I don't have a reference. But I'm pretty sure you either need the sheath on the cable as it enters the can as he described. Or a bushing. Perhaps you can sleeve it with a piece of sheathing.;)

You cannot use the jacketed SE cable in an LB in the first place because it is impossible to maintain the 5X minimum bending radius of the cable (unless you had a tremendously oversized LB). So in other words you would have to remove the jacket.

338.24 Bending Radius. Bends in Types USE and SE cable shall be so made that the cable will not be damaged. The radius
of the curve of the inner edge of any bend, during or after installation, shall not be less than five times the diameter of the cable.
 
If the conduit is a sleeve then it is not permitted to take the jacket off a cable as it now changes the listing of the cable.

If you use 312.5 as your guideline then #5 would not allow it either

312.5(C)(5) The cable sheath is continuous through the raceway and extends
into the enclosure beyond the fitting not less than 6 mm (1∕4 in.).
 
I think it depends on if the cable is secured to the raceway or not. I see nothing prohibiting a transition from cable assembly to conductors, if the inners are an approved conductor by themselves. I know this is a fine line between what 312.5 is saying, but IMO if you put a connector on the end of the conduit then it is just a transition of wiring methods.

I agree that unless the LB is oversized the install is likely a violation {314.16(C)} but that's not what he cited you for. The disconnect would fall under Art 312 so Art 314 rules would not apply to it. If the conductors inside the jacket are identified as 310.104 conductors (RHW, etc) then I don't see the violation. If they are not identified, I'd agree with Dennis.
I would ask the inspector for a Code reference,
