Yes, if NM-B is an acceptable wiring method for the type of building you are wiring. The number of conductors is dependant on the number of phases you need and you are also required to take a grounding conductor with the cable. :D

Another thing to remember: the NM must use the 60 degree ampacity, where the SER could probably use 75 (assuming the termination allows it). So you might not be able to substitute the same size NM cable as the SER would be.
