SER or SEU

I am wiring a 200 amp breaker panel from a disconnect and have ample 4/0 SEU wire for the job, but I know code requires 4/0 SER wire. I know that it is not recommended, but can I use a single insulated 4/0 wire to use as the ground or neutral and use the existing 3 conductors in the SEU for this job?
