A row of condos with meters and discos on one end.
Can the SER feeders be run through one unit to get to the next?

Yes, as long as they are feeders it is allowed.

Service conductors cannot pass thru..

230.3 One Building or Other Structure Not to Be Supplied
Through Another. Service conductors supplying a building or
other structure shall not pass through the interior of another
building or other structure.

2" of concrete makes service conductors 'outside of the building' and you can run them whatever you need. isn't it?

Yes, that is true but also very expensive. Op really was asking about feeders. I mentioned service conductors in case someone was confused about that code section. Like saying I know I read somewhere where you can't do that. :D

What do utilities have to say about feeders or service cables for that matter? They are responsible to the meter and should have no say from there onward.
