SER through foundation wall chase

I've read through art 338 and didn't see anything prohibiting this, but wanted to see if I'm missing anything that wouldn't allow this .....

I have a custom house where the service is going on a foundation wall that is 5' high. Originally planned to run PVC all the way across slab to panels, but now owner wants them in the garage and there is no way to get conduit there underneath.

There are some open cells in the block behind service, so I plan to put PVC elbows in the block wall and bring them up into the stud wall; I'll run SER overhead and use the PVC as a chase to get outside. No more than 24" of PVC. Will put duct seal in the top of conduit, and then set a trough on top of the pipes on the foundation wall. It won't be underground so seems fine to me ??

I also need to do this with a pool feeder that will be on the same wall, and my plan now would be to run a PVC stub out the wall and transition to EMT overhead to the panel.
