Ser is a 4 wire cable--- it has a ground wire (Bare) a grounded conductor Neutral) and 2 ungrounded (Hot) conductors. It is often used to feed a subpanel. Seu is a 3 wire cable-- It has 2 ungrounded conductors and a bare conductor. Se means service entrance so it is often used for that but may also be used for other purposes.

Look at article 338 in the NEC
