series problem

I have a circuit off a control transformer the nuetral wire shows it is hot and the hot wire show 120 v could this be the trans former?

Assuming this is a single phase 2-wire circuit, your possible measurements are:

X1-X2
X1-G
X2-G.

What values did you measure?
Do not only use G as your reference point, always take all possible voltage readings.
Sometimes control transformers have their X1 terminal grounded, which makes their X2 terminal the 'hot'.
 
Assuming single phase with a grounded 110v only secondary? What are your voltage readings:

X1 to X2
X1 to Grd
X2 to Grd
