Service and main panel sizing question

So I have a home where another electrician built a 400 amp service. It is a 400 amp meter main with 1- 200 amp breaker that feeds a panel in the garage, and another 200 amp breaker that feeds a 30 space 42 circuit panel within the meter main. There was a 1500 square foot addition added and a remodel of another 5 or 600 square feet in the house. If you use 220.83 to determine service size what calculation method do you use to size the loads allowable in each pane? Is the standard calculation the only method allowable to determine the acceptable load in each 200 amp panel?

If that is the case I can see where the service size may be right according to 220.83(B) but the individual load for each panel could be too high because of the lack of demand factors allowed for in the standard calculation.
