When using a transfer switch before the Main Breaker, do you bond the neutral to ground at the transfer switch or at the Main breaker?

Is the main breaker inside the building?
 
Is your xfer switch service entrance rated? It needs to be and that becomes the bonding point. The old main becomes a feeder breaker and you need to remove the bond. And you need an EGC from the xfer swich and the old main.

The only way to have a transfer switch ahead of the service disconnect is to use a service rated transfer switch and make that the service disconnecting means. The bonding would have to move to this transfer switch. This applies indoors or out.

The 3000a transfer switch is service rated and located outside. The main is located inside.

Sounds like you're good to go. Just alter your grounding/bonding accordingly. One thought though. If this is 3000 amp and the old conduits were for service conductors and assuming they are PVC how are you going to get EGC in there without removing the old conductors and repulling them? Being 3000 amp this could be a big number.
