Service Breaker from 1970s - Identification Help Needed

I was inspecting a three phase service panelboard inside a commercial building. The only label has a date from the 1970's with instructions to reset a breaker. There is a device that may be a breaker but I am not sure. Does anyone know what this is?

Nahhhh,
Look at the word to the left says “NOON” I’d say it’s a time clock🕚🐒
Looks to be the 200 amp main fuse pull-out to maybe a Wadsworth panel that may contain branch circuit breakers.
 
A lot of old Circle AW products used Westinghouse components, later used ITE, and ITE Siemens, when Siemens-Allis owned ITE, & Circle AW, but Circle AW used to offer panelboards & switchboards, never have seen them but probably dropped when Siemens-Allis owned them many years ago, their big market was metering, enclosures, & wireway, (gutters).
