Check out table 1 chapter 9. Page 70-625 2005 NEC. Your cable counts as a single conductor for 53 % conduit fill. The sheath does not have to be removed. Find the circ mills of the SE cable and apply it to the 53% fill factor of the applicable PVC conduit (schedule 40 or 80). Article 352 table 4 may help you.

I'll ask the same question as JW "Why are you running SE cable in conduit"?

If you're installing a service in PVC from the weather head to the meter and from the meter to the breaker panel, using SE cable is an overkill. You should be using individual copper or aluminum conductors. However, if you're coming out of the bottom of the meter pan and using PVC just for added protection for the SE cable, if you use an LB you'll have a tough time making the 90 degree bend without cutting the jacket off the SE cable. Once you cut away the jacket you'll have to run the PVC all the way to the breaker panel because you can't terminate the individual conductors into the panel with a squeeze connector.
