HOW DEEP DOES CABLE FROM THE TRANSFORMER TO THE SERVICE NEED TO BE UNDER GROUND IN A RESIDENTIAL SETTING?

It depends on who owns the cable. Assuming the electric utility owns the cable, the required depth is 24 inches, less if supplemental protection is provided. This answer is based on the 2001 edition of the NESC. However, the electric utility may have additional requirements. We require a 36" deep trench for the installation of our service cable and the grading to be within 4" of final. ;)
